46
Kirk Vaughn said that it is not required that the appropriation be exactly on July 1. He said
that various methods of when the funds are disbursed can be approved.
Slide #7
SCHOOL CAPITAL FUNDING POLICIES
Direct County Management
• County can directly contract the project management firm
for major projects in both districts through an interlocal
agreement with the districts.
• By centralizing the resource, county can ensure project
decisions are made equitably across projects in both
districts.
• Would require increase in county capacity to oversee
project managers.
• Woolpert plan sets aside $1 M a year from Pay-Go to
fund project management, either within both districts or for
use by the county.
CRANGECOUNTY
Nowt"L:AKOLI NA
Commissioner Fowler asked if the $1 million would go to the project manager's salary.
Kirk Vaughn said they asked the consultant to get the best practices and bring those back.
He said that they have said that it should not be just a third party and should be some combination
of internal staff and a contractor.
Commissioner Portie-Ascott asked if the county has the capacity to do that.
Travis Myren said the county has never been involved in school construction projects, so
would be new territory for the county. He said the county project managers handle project
management for internal county projects.
Commissioner McKee said he envisions this as hiring a management firm that has
experience in multi-school projects over the entire districts.
Kirk Vaughn said yes and if they provide the funding to the districts, then they would hire
the consulting firms directly.
Travis Myren said a construction manager at risk is a project delivery method, and
someone overseeing all contractors, and they provide a guaranteed maximum price.
Commissioner Hamilton said they would still have to oversee the third party and the
question is who would do that, county, schools, or both.
Commissioner McKee said that the details would be spelled out in the contract and the
oversight on the part of the county or school boards would be narrowly focused on if the contract
expectations are being met.
Travis Myren said one entity would have to hold the contract, so maybe the county would
do that with input from the districts.
Commissioner Hamilton said all of these potential costs should be kept in mind.
Kirk Vaughn said the Woolpert plan indicates that would cost around $1 million a year,
which is why that amount is being set aside.
