She said that at one <br /> point, she thought about removing the entire rural buffer but that would lead to changes she does <br /> not want. She said she disagreed with the rural activity nodes having a lack of market but that it <br /> could be water restrictions and the rural buffer that limit. She said that she does not want to have <br /> an assumption but would like to find out what could be there, and what it looks like. She said <br /> regarding the economic development zone in Efland, she wondered if the zoning or FLUM should <br /> be changed there because the sewer was installed but not a lot more. <br /> Cy Stober said that the presumption in scenario 4 is the utilization of existing utilities. He <br /> said that the City of Mebane just put out a new RFP for a comprehensive land use plan. He said <br /> that they have a future growth area, and it goes farther east than their current future growth area. <br /> He said they have asked for their GIS file so that it is incorporated into this data. He said they do <br /> not have any data or public discussion on what they intend to do with that area. <br /> Leigh Anne King said they do not have any guidance to test what they might want to plan <br /> for in the areas, but they can look at the current plan and see what makes sense. <br /> Chair Bedford said that the Board of Commissioners were divided with the City of Mebane <br /> about the area, and it seems there will be the need for more collaboration. <br />
