She said this is a plan <br /> for unincorporated Orange County and there is a disconnect that causes conflict. <br /> Leigh Anne King said the first alternative is status quo and continue as is. She said the <br /> second alternative is for focused affordable housing development to happen in municipalities. She <br /> said there is not a policy that would direct affordable housing developments to unincorporated <br /> areas in the county. <br />
