Master Plan Marabeth Carr, 919-245-2516 <br /> Jovana Amaro, 919-245-2651 <br /> PURPOSE: To: <br /> 1) Approve the construction contract with McQueen Construction Inc. of Rougemont, NC for <br /> the construction of the Perry Hills Mini-Park project; <br /> 2) Authorize the County Manager to execute the Agreement, subject to final review by the <br /> County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board; and <br /> 3) Approve Budget Amendment#11-D to transfer$130,000 from the Twin Creeks Park capital <br /> project to cover the additional costs needed for the project. <br /> BACKGROUND: In 2022 and 2023, the Board of Commissioners approved funding totaling <br /> $180,000 within the Capital Investment Plan for the development of the Perry Hills Mini-Park, a <br /> 1.8-acre parcel in the Perry Hills subdivision between Efland and Mebane on US 70 West. <br /> Between fall 2022 and summer 2023, four (4) community meetings were held with Perry Hills <br /> residents and other interested parties to develop a Master Plan with desired amenities for the site. <br /> The scope includes constructing a small picnic shelter; basketball goal; swing sets; open play <br /> grass area; a natural surface loop trail; and an area for a future play structure. It also includes a <br /> small parking area along with necessary site drainage improvements. In 2023 construction <br /> documents were developed for bidding the proposed project. In May 2024, Orange County <br /> published an Advertisement for Bids, and on May 29, 2024, the County received three (3) bids <br /> from General Contractors. A Bid Tabulation is attached. McQueen Construction, Inc. was the low <br /> bidder. <br /> FINANCIAL IMPACT: The construction contract cost to complete the work as designed for the <br /> Perry Hills Mini-Park Project is $288,000, with a projected $12,000 in cost for testing and <br /> associated services. Staff has reviewed existing park capital project accounts for available current <br /> funds and proposes to move $130,000 from the Twin Creeks Park capital project to cover the <br />
