1 <br /> ORD-2024-018 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 18, 2024 <br /> Action Agenda <br /> Item No. 8-v <br /> SUBJECT: Procurement of Public Safety Software Consulting Services and Approval of <br /> Budget Amendment #11-A <br /> DEPARTMENT: Sheriff's Office, Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> National Public Safety Group Contract Sheriff Charles Blackwood, 919-245- <br /> 2922 <br /> Kirby Saunders, Emergency Services <br /> Director, 919-245-6123 <br /> PURPOSE: To approve the purchase of public safety software consulting services to guide the <br /> selection and replacement of the County's Computer Aided Dispatch (CAD), Records <br /> Management Software (RMS), Jail Management Software (JMS) systems, and to approve Budget <br /> Amendment #11-A to provide for the provision of these services. <br /> BACKGROUND: The Sheriff's Office and Emergency Services Department have operated from <br /> the existing CAD, RMS, and JMS software systems since 2013. The existing software systems <br /> no longer meet the evolving needs of the departments, and future development/maintenance of <br /> the systems is unknown. In today's public safety operating environment, appropriately leveraged <br /> technology can result in improved efficiencies, better transparency, and more robust capabilities. <br /> Although independent, these interconnected technology solutions must be closely coordinated to <br /> maximize functionality and future maintenance. A public safety software consultant is <br /> recommended to assist the County in conducting an in-depth needs analysis, make selection <br /> decisions that meet current and future needs, negotiate contracts, and manage the expected 18- <br /> month technology implementation phase. <br /> Working together, the Sheriff's Office and Emergency Services Department have reviewed and <br /> selected National Public Safety Group (NPSG) using the competitively bid North Carolina Sheriffs' <br /> Association Technology Consulting Contract (#23-02-0222R). NPSG has provided similar <br /> services to many North Carolina communities. <br /> FINANCIAL IMPACT: The total cost of consulting services is $545,310 ($255,710 for Emergency <br /> Services' CAD and $289,600 for Sheriff's Office RMS/JMS). The Sheriff's Office RMS/JMS <br /> project was approved in the FY 2023-24 Capital Investment Plan (CIP) with $1,925,252.
