FY 2026 Title VI Program Report <br /> PURPOSE: To approve the annual FY 2026 Pre-Application Annual Transit Grant Master <br /> Documents. <br /> BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) Integrated <br /> Mobility Division (IMD) accepts requests for capital, operations and administrative funds for county- <br /> operated transit programs. Orange County Transportation Services (OCTS) is required to submit a <br /> set of master documents necessary for grant applications for capital, operational and administrative <br /> funds. These documents require Board of County Commissioners' approval and Chair signature. <br /> 1. Attachments 1 and 2 — Certify that good faith efforts shall be made to purchase from, and <br /> award contracts to, Disadvantaged Business Enterprises (DBEs); <br /> 2. Attachment 3 — Delegate and authorize designated Orange County Transportation Services <br /> (OCTS) personnel to submit funding applications, enter into contracts and execute all <br /> agreements with the North Carolina Department of Transportation; <br /> 3. Attachment 4 — Comply with all Equal Employment Opportunity (EEO) requirements as set <br /> forth in FTA Circular 4704.1A Chapter III; and <br /> 4. Attachment 5 —Acknowledge certification of the Title VI program. <br /> OCTS provides the opportunity for access to jobs and services to many individuals. <br /> The Administrative, Operational and Combined Capital grants provide financial support for transit <br /> services that promote economic self-sufficiency to a wide range of residents and locations. The <br /> funds additionally support a system that enhances the access of residents in the non-urbanized <br /> areas to health care, shopping, education, employment, public services, and recreation. <br /> FINANCIAL IMPACT: There is no immediate impact. These documents are required by NCDOT <br /> and allows OCTS the opportunity to submit grant claims for eligible capital, operating and <br /> administrative expenses. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to <br /> this item. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br />
