This agreement establishes federal PE, right-of-way and <br /> construction funds for the project. <br /> The project will make intersection improvements at the intersection of North Elm Street and Pisgah <br /> Church Road. The project was initially selected for funding by NCDOT after being submitted by <br /> the Transportation Advisory Committee for funding consideration in 2015. An original municipal <br /> agreement, authorized by City Council in 2016, provided for NCDOT to implement the project, <br /> with the City paying the Department the required local match. The project was put on hold until <br /> recently to be able to better assess future traffic needs following the opening of the Urban Loop, <br /> which has had significant effects on Pisgah Church and Elm Street traffic patterns.
