The dam was <br /> Construction Observation breached by a flood in 1923 and rebuilt in 1924. This second <br /> Dam Engineering Design dam overtopped and failed in 2003. A third dam constructed in <br /> Dam Failure Forensic Study 2008 failed after two years of service and emptied the lake. <br /> Dam Safety Permitting <br /> In 2014, the Board of Commissioners awarded a design-build <br /> Emergency Action Plan contract to Schnabel Engineering and ASI Construction to <br /> Geostructural Engineering restore the lake. In a collaborative process, the design-build <br /> Geotechnical Engineering team and the Town's representatives identified the top project <br /> Hydrology and Hydraulics goals of a smaller footprint, a more attractive and less obtrusive <br /> Structural Engineering design, reduction of vibration, higher water level, mitigation of <br /> potential causes of seepage, and more lakeside recreation areas. <br /> OWNThe design solution was also considered sensitive to the Town's <br /> Town of Hope plans for downtown revitalization. Based on project objectives <br /> Town of Hope Mills and the construction and design issues that caused the 2010 <br /> ASI Construction dam failure, we recommended a complete replacement.
