Charles has over 17 years of specializing in structural design and analysis of reinforced concrete
and steel structures including spillways, retaining structures, and other ancillary structures. He has
extensive design experience with other materials including masonry, prestressed concrete, cold-
formed steel, stainless steel, aluminum, wood, and fiber reinforced polymers (FRP). Charles has
designed structures with shallow spread footings or deep foundations, such as driven steel piles,
prestressed concrete piles, micropiles, and caissons. He has designed and detailed structures
for extreme flood, wind, seismic, blast, constructability, and ductility requirements. He has
participated in the design of six LEED-certified construction projects, which minimized material
usage and environmental impact while emphasizing locally available and sustainable materials.
Laura leads the hydrologic and hydraulic analysis and the design group for the Greensboro
office. She has spent the majority of her career performing the inspection, evaluation, and
design of dams. She has extensive experience in the hydrologic and hydraulic analysis (H&H) and
design of existing, rehabilitated, and new dams. In particular, she has experience developing
large watershed hydrologic models, developing conceptual spillway and energy dissipation
configurations, and performing scour analyses for rehabilitations, replacement, and new dam
spillways. Laura has also performed regular and formal inspections, prepared Emergency Action
Plans (EAPs), EAP tabletop exercises, and Operation and Maintenance (O&M) Manuals, and
Build Better.Together.
