1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 18, 2024 <br /> Action Agenda <br /> Item No. 8-i <br /> SUBJECT: Rejection of Fairview Park Tennis Court / Pickleball Expansion Project Bids <br /> DEPARTMENT: Environment, Agriculture and <br /> Parks & Recreation <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Certified Bid Tabulation Dave Stancil, 919-245-2510 <br /> Marabeth Carr, 919-245-2516 <br /> Jovana Amaro, 919-245-2651 <br /> PURPOSE: To: <br /> 1) Reject all bids for the construction of the Fairview Park Tennis Court/ Pickleball Expansion <br /> Project; and <br /> 2) Re-advertise and re-bid the Fairview Park Tennis Court / Pickleball Expansion Project in <br /> August 2024. <br /> BACKGROUND: In 2023, the Board of Commissioners approved the transfer of funding within <br /> the Capital Investment Plan for the expansion of the tennis court facility at Fairview Park. The <br /> scope includes constructing three new tennis/pickleball courts and site drainage improvements. <br /> In April 2024, Orange County published an Advertisement for Bids for the project. On April 25, <br /> 2024, the County received six (6) sealed bids from General Contractors. A Certified Bid Tabulation <br /> from the engineering consultant is attached. <br /> Based on the current high demand for contractors, it is proposed that the Board reject all bids and <br /> authorize staff to rebid the project later in the summer when contractor availability potentially <br /> increases and bids may better align with available funding. <br /> FINANCIAL IMPACT: The Fairview Park Tennis Court / Pickleball Expansion Project has a <br /> project budget in the Fairview Park capital project of $475,000 for construction. The low bid from <br /> the bids received was $665,000, which does not include lighting (estimated at an additional <br /> $160,000-225,000). <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br />
