1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 18, 2024 <br /> Action Agenda <br /> Item No. 8-g <br /> SUBJECT: In-Home Aide Contract Awards for the Department of Social Services and <br /> Department on Aging <br /> DEPARTMENT: Social Services and Aging <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> FY 2024-25 Sample Contract Nancy Coston, 245-2800 <br /> Janice Tyler, 245-4255 <br /> Rebekah Rapoza, 245-2800 <br /> PURPOSE: To approve contracts to provide In-Home Aide Services with CNC/Access, Inc. dba <br /> All Ways Caring Home Care, First-Watch Homecare, LLC, Ole Creek Health and Wellness, Inc., <br /> Premier Home Health Care Services, Inc., and Regional Home Care, Inc. for eligible adults using <br /> a joint contract between the Department of Social Services and the Department on Aging and the <br /> Contractor. <br /> BACKGROUND: The Department of Social Services and Department on Aging provide In-Home <br /> Aide Services to older and disabled adults. In-Home Aide involves the provision of <br /> paraprofessional services that assist functionally impaired older and disabled adults and/or their <br /> families with essential home management and personal care and/or supervision to enable the <br /> adult to remain at home as long as possible. These services vary in terms of amount and duration <br /> as indicated on an individualized case plan developed by County staff. <br /> In February 2024, Orange County published a Request for Proposals (RFP). On March 7, 2024, <br /> the County received six (6) sealed bids from in-home aide businesses. Of the six (6) bids that <br /> were received, five (5) are being recommended for contracts. The sixth did not meet the <br /> requirements of the RFP. In an effort to streamline the contracting and approval process, the <br /> Department of Social Services and Department on Aging have developed a joint contract template <br /> to use with In-Home Aide providers. <br /> Contracts would be awarded to providers in the following amounts: <br /> 1. CNC/Access, Inc. dba All Ways Caring HomeCare — $115,000 ($90,000 from Social <br /> Services, $25,000 from Aging); <br /> 2. First-Watch Homecare, LLC—$25,000 ($20,000 from Social Services, $5,000 from Aging); <br /> 3. Ole Creek Health and Wellness, Inc. dba Ole Creek Healthcare — $25,000 ($20,000 from <br /> Social Services, $5,000 from Aging); <br />
