Attachment 2 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 WORK SESSION <br /> 5 April 30, 2024 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Work Session on Tuesday, April 30, <br /> 9 2024, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Sally Greene <br /> 12 and Commissioners Amy Fowler, Jean Hamilton, Earl McKee, Phyllis Portie-Ascott, and Anna <br /> 13 Richards <br /> 14 COUNTY COMMISSIONERS ABSENT: Commissioner Earl McKee <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present, <br /> 21 except for Commissioner McKee. <br /> 22 <br /> 23 Chair Bedford asked for a motion to add a closed session to the agenda. <br /> 24 <br /> 25 A motion was made by Vice-Chair Greene and seconded by Commissioner Hamilton to <br /> 26 add a closed session. <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 1. Consultant Briefing on Orange County Land Use Plan 2050 <br /> 31 The Board received a briefing from Clarion Associates, LLC, on the Land Use Plan 2050 for <br /> 32 discussion and feedback. <br /> 33 <br /> 34 BACKGROUND: At its February 15, 2024 work session, the BOCC received a presentation with <br /> 35 a review of the first community engagement window outcomes and project deliverables, including <br /> 36 Stakeholder Summary Report and the Community Policy Profile. Following is a link to the agenda <br /> 37 materials from this meeting: <br /> 38 http://server3.co.orange.nc.us:8088/WebLink/0/doc/71722/Page1.aspx <br /> 39 All deliverables are also made available to the public on the project website, "Resources" tab: <br /> 40 https://www.orangecountylanduseplan.com <br /> 41 <br /> 42 Tonight's presentation will be the Board's third from Clarion and will include a briefing on project <br /> 43 work completed and underway. More specifically, progress towards the development of land use <br /> 44 alternatives that will be used to test and explore policy options for the new Plan will be discussed. <br /> 45 Much of the basis informing this presentation and discussion is data that can be found in the <br /> 46 project's Fact Book and the responses collected from Community Engagement Window#1. This <br /> 47 will be an opportunity for the Board to ask questions and offer input for refining land use <br /> 48 alternatives prior to the next community engagement window this fall. <br /> 49 <br /> 50 Tom Altieri, Senior Planner, introduced the item and the presenters Leigh Anne King, of <br /> 51 Clarion Associates. <br />
