He said <br /> 2 that various methods of when the funds are disbursed can be approved. <br /> 3 <br /> 4 Slide #7 <br /> SCHOOL CAPITAL FUNDING POLICIES <br /> Direct County Management <br /> • County can directly contract the project management firm <br /> for major projects in both districts through an interlocal <br /> agreement with the districts. <br /> • By centralizing the resource, county can ensure project <br /> decisions are made equitably across projects in both <br /> districts. <br /> • Would require increase in county capacity to oversee <br /> project managers. <br /> • Woolpert plan sets aside $1 M a year from Pay-Go to <br /> fund project management, either within both districts or for <br /> use by the county. <br /> ORANGE COUNTY <br /> NFOU-FI€:A ROLINA <br /> 5 <br /> 6 Commissioner Fowler asked if the $1 million would go to the project manager's salary. <br /> 7 Kirk Vaughn said they asked the consultant to get the best practices and bring those back. <br /> 8 He said that they have said that it should not be just a third party and should be some combination <br /> 9 of internal staff and a contractor. <br /> 10 Commissioner Portie-Ascott asked if the county has the capacity to do that. <br /> 11 Travis Myren said the county has never been involved in school construction projects, so <br /> 12 would be new territory for the county. He said the county project managers handle project <br /> 13 management for internal county projects. <br /> 14 Commissioner McKee said he envisions this as hiring a management firm that has <br /> 15 experience in multi-school projects over the entire districts. <br /> 16 Kirk Vaughn said yes and if they provide the funding to the districts, then they would hire <br /> 17 the consulting firms directly. <br /> 18 Travis Myren said a construction manager at risk is a project delivery method, and <br /> 19 someone overseeing all contractors, and they provide a guaranteed maximum price. <br /> 20 Commissioner Hamilton said they would still have to oversee the third party and the <br /> 21 question is who would do that, county, schools, or both. <br /> 22 Commissioner McKee said that the details would be spelled out in the contract and the <br /> 23 oversight on the part of the county or school boards would be narrowly focused on if the contract <br /> 24 expectations are being met. <br /> 25 Travis Myren said one entity would have to hold the contract, so maybe the county would <br /> 26 do that with input from the districts. <br /> 27 Commissioner Hamilton said all of these potential costs should be kept in mind. <br /> 28 Kirk Vaughn said the Woolpert plan indicates that would cost around $1 million a year, <br /> 29 which is why that amount is being set aside. <br /> 30 <br /> 31 <br />
