Attachment 3 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUSINESS MEETING <br /> 5 May 7, 2024 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Business Meeting on Tuesday, May 7, <br /> 9 2024, at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, and Commissioners Amy <br /> 12 Fowler, Jean Hamilton, Earl McKee, and Phyllis Portie-Ascott <br /> 13 COUNTY COMMISSIONERS ABSENT: Vice-Chair Sally Greene and Commissioner Anna <br /> 14 Richards. <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present, <br /> 21 except Vice-Chair Greene and Commissioner Richards. Chair Bedford said that Vice-Chair <br /> 22 Greene and Commissioner Richards would not be present. <br /> 23 <br /> 24 1. Additions or Changes to the Agenda <br /> 25 <br /> 26 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton to <br /> 27 approve an amendment to the agenda adding an additional case to the closed session. <br /> 28 <br /> 29 VOTE: UNANIMOUS <br /> 30 <br /> 31 Chair Bedford dispensed with reading the public charge: <br /> 32 <br /> 33 The Board of Commissioners pledges its respect to all present. The Board asks those <br /> 34 attending this meeting to conduct themselves in a respectful, courteous manner toward each <br /> 35 other, county staff and the commissioners.At any time should a member of the Board or the public <br /> 36 fail to observe this charge, the Chair will take steps to restore order and decorum. Should it <br /> 37 become impossible to restore order and continue the meeting, the Chair will recess the meeting <br /> 38 until such time that a genuine commitment to this public charge is observed. The BOCC asks <br /> 39 that all electronic devices such as cell phones, pagers, and computers should please be turned <br /> 40 off or set to silent/vibrate. Please be kind to everyone. <br /> 41 <br /> 42 2. Public Comments (Limited to One Hour) <br /> 43 a. Matters not on the Printed Agenda <br /> 44 Colin Wahl said he is the general manager of UNC Hockey and wants to talk to them about <br /> 45 the practice and games times at the Sportsplex for next year. He said in the last couple of years <br /> 46 they were given preferred ice time, but next year, they have been told they will be given game <br /> 47 times that may start at 10:00 pm or later. He said this will have a negative impact on the team, <br /> 48 including lost ticket sales and preventing top teams from traveling here to play and compete. He <br /> 49 asked that the commissioners intercede and discuss the impact of the late game starts with RFP. <br /> 50 Craig Carter said he is concerned because a 90-year-old resident was sent a certified <br /> 51 letter from the tax office and was required to pay back$7,000 to the county because her farm was <br />
