4 <br /> Library Services <br /> 8. Orange County Public Library has received a contribution of $4,000 from the Town of <br /> Carrboro. This donation will be used to purchase collection materials to support the <br /> Southern Branch Library. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Other Funds <br /> 9. The Health and Dental Fund, which funds employee and retiree health insurance, has <br /> experienced higher activity than budgeted due to a lower vacancy and turnover rate. This <br /> budget amendment recognizes an additional $1,500,000 in health insurance costs, funded <br /> through payroll deductions. This increases the authorization for the Health and Dental <br /> Insurance Fund, outside the General Fund. <br /> 10.The Housing Choice Voucher Fund has received more revenue from the federal <br /> government due to placing more clients into vouchers than anticipated. This recognizes <br /> $250,000 in additional revenue and authorizes expenses in the Housing Choice Voucher <br /> Fund, outside of the General Fund. <br /> 11.The Chapel Hill-Carrboro City Schools District Tax Fund provides all tax revenue by the <br /> special district tax levy generated directly to the school district. That levy is estimated to <br /> generate an additional $500,000 above the original budget. This increases the revenue in <br /> the District Tax Fund, outside of the General Fund. <br /> 12.The County pays monthly fees for document retention and storage in the Orange-Person- <br /> Chatham (OPC) Retiree Health Fund, outside of the General Fund. This amendment <br /> increases the authorization in the fund by $11,000, due to increases in storage costs. <br /> 13.The Sportsplex Fund continues to experience improved revenue performance recovering <br /> from the pandemic. This recognizes $1,000,000 in additional revenue, which will support <br /> inflationary expenses experienced by the Sportsplex, and improves the position of the <br /> enterprise fund. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact <br /> associated with these items. <br />
