Qualifications / Lake Orange Intake Tower / 6 <br /> we can also assist the County in presenting to regulatory agencies, the public, and/or other <br /> stakeholders, as needed. <br /> Based on our review of the NC Dam Inventory, Lake Orange Dam is regulated by NC DEQ Dam <br /> Safety as a medium-size high hazard structure (ORANG-005). As a result, drawings, specifications, <br /> and a design report for the proposed modifications will need to be submitted to NC DEQ Dam <br /> Safety for their review and approval. We routinely prepare similar packages for NC DEQ Dam <br /> Safety and work to obtain their approval in a timely manner. <br /> Environmental 401/404 permitting will be provided by our subconsultant, Three Oaks. Three <br /> Oaks and Schnabel have a great working relationship and Three Oaks' project manager, James <br /> Mason, MS, PWS has extensive experience evaluating and permitting various projects including <br /> dam and reservoir projects. As indicated above, we anticipate that the proposed modifications <br /> to Lake Orange Dam can be permitted as maintenance activities; therefore, we anticipate this <br /> permitting process will be straightforward and efficient. <br /> In addition to NC DEQ Dam Safety approval, it is possible that an erosion and sediment control <br /> permit will be required depending on the extent of the proposed modifications and the associated <br /> land disturbance. If necessary, this plan will be prepared for submission to Orange County or the <br /> regional NC DEQ office. <br /> 5. TASK 5 — BIDDING <br /> We provide bid phase support services for the majority of our dam and dam-related projects, and <br /> our team proposed for this project can provide these services to assist the County with bidding <br /> the project. These services typically include: <br /> • Preparing front-end contract documents using client-provided templates or EJCDC templates, <br /> • Facilitating a pre-bid meeting and site visit, <br /> • Responding to bidder questions and preparing bid addenda, <br /> • Attending the bid opening and reviewing construction bids, <br /> • Providing a recommendation of award, and <br /> • Preparing conformance documents based on any changes identified during the bidding process. <br /> 6. TASK 6 — CONSTRUCTION PHASE SERVICES <br /> We can also provide a range of construction phase services depending on the County's desired <br /> level of support. We routinely provide full construction contract administration services, such <br /> as facilitating meetings, reviewing and approving pay applications, reviewing and approving <br /> submittals, preparing field orders and change orders, and resolving other construction <br /> coordination issues as required. Dam and intake modification projects such as this also typically <br /> require a high level of engineering support and observation during construction, and the <br /> involvement of the original design team is critical to ensuring that the design intent is met and <br /> the work is completed in accordance with the approved construction documents, as required by <br /> NC DEQ Dam Safety. As such, we also routinely provide a full-time or part-time Resident Project <br /> Representative (RPR) to oversee the construction and manage the quality assurance effort, and <br /> we can provide these services for this project to the extent the County desires and to meet the <br /> requirements of the NC DEQ Dam Safety permit. <br /> 7. TASK 7 — PROJECT CLOSEOUT <br /> Upon construction completion, we will prepare the project close-out documents required by <br /> NC DEQ Dam Safety, including the record drawings, completion report, and Operation and <br /> Maintenance manual. We will also provide services for construction close-out including a final walk <br /> through with the County and the contractor, development of punch list(s), review of the final pay <br /> application, and processing of contractor closeout submittals. <br /> Build Better.Together. <br />
