2 <br /> (Obtaining Approval for Dam Construction, Repair, or Removal). The NCDEQ tracking number <br /> for the Dam is ORANG-005. <br /> The existing intake tower is original to the late 1960s construction of Lake Orange and <br /> has surpassed its useful design life. The Project will include but will not be limited to: a <br /> water control plan (e.g., an engineered temporary coffer dam or Owner-approved equal), a <br /> completely rehabilitated (or completely replaced) reinforced concrete intake tower — constructed <br /> in-situ — with all appurtenances, including but not limited to a tower security/intruder prevention <br /> gate, a pedestrian access walkway/bridge, site access safety measures inclusive of OSHA- <br /> compliant handrails, a primary lake drain gate/valve, a primary tower drain gate/valve, three (3) <br /> intermediate lake level control gates/valves, manual and/or automated drain gate/valve <br /> actuators, a lake level monitoring device (ultrasonic level gauge or Owner-approved equal), a <br /> permanent rain gauge, OSHA-compliant tower access manway(s) and fixed interior access <br /> ladder(s), programming and integration of applicable appurtenances to the County's existing <br /> Supervisory Control and Data Acquisition (SCADA) system, erosion and sedimentation control <br /> measures, and site restoration. <br /> All work for the Project will be conducted on property owned by Orange County. Prior to the <br /> commencement of work, Orange County staff will schedule and conduct a Neighborhood <br /> Information Meeting with affected Lake Orange residents and/or affected property owners to <br /> explain the Project and address any questions/inquiries/concerns from the public. No traffic <br /> control or site perimeter security measures will be required, as the existing intake tower is fully <br /> contained within County property. No Dam modifications are anticipated. The Project is part of <br /> Orange County's current (FY 2023-33) Capital Investment Plan (CIP) (see Attachment 2 for FY <br /> 2023-33 CIP Summary). <br /> On April 5, 2024, Orange County published a Request for Qualifications (RFQ) No. 367-005414 <br /> for the Project. On May 7, 2024, Orange County received one (1) Statement of Qualifications <br /> from a qualified Professional Engineering consultant. Attachment 3 is the Statement of <br /> Qualifications for Schnabel Engineering South, P.C. The evaluation panel has selected <br /> Schnabel Engineering South, P.C. as the qualified consultant for the Project based on scoring. <br /> Attachment 4 is the Letter of Recommendation for the Project. <br /> The anticipated Project schedule is as follows: <br /> Task Duration/Completion Timeline <br /> 1. Kickoff and Field Investigations 60 working days after Notice to Proceed (NTP) <br /> 2. Evaluation of Rehabilitation and/or 60 working days after Task 1 Completion <br /> Replacement Alternatives <br /> FINANCIAL IMPACT: Through prior years' CIP budgeting and current year CIP budgeting, the <br /> Board has appropriated $450,000 for the Professional Services portions of the Project, inclusive <br /> of Engineering Design, Permitting, Bidding & Award, and Construction Phase Services. The <br /> negotiated professional services agreement will not exceed the appropriated Project budget. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> 0 GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />
