Property Survey with Amended Watershed Christopher Sandt, County Engineer, <br /> Boundary Line Denoted 919-245-2583 <br /> 2. Zoning Reports Cy Stober, Planning Director, 919- <br /> 3. Orange County Watershed Boundary Map 245-2585 <br /> PURPOSE: To amend the Upper Eno Critical and Lower Eno Unprotected Watershed boundary <br /> line on Orange County Parcel Identification Numbers (PINs) 9864-00-2205 and 9863-09-3922 to <br /> reflect a ridgeline professionally surveyed on the parcels in 2024 (see Attachments 1 and 2). <br /> BACKGROUND: Mr. Frank David Cohen and New Goloka Village, LLC, the owners of PINs <br /> 9864-00-2205 and 9863-09-3922, respectively, hired R.S. Jones &Associates, Inc., to survey the <br /> parcels, including the ridge line between the two watersheds on the parcels. This professional <br /> surveying work revealed a discrepancy with Orange County's mapped watershed boundary lines, <br /> which are based upon the State's delineation of water supply watershed boundaries. <br /> Based on staff review and coordination with the NC Division of Energy, Mineral, and Land <br /> Resources (NC DEMLR) Water Supply Watershed Protection Coordinator, the sealed <br /> professional survey represents the most recent and accurate data and should be recognized as <br /> the true ridgeline and watershed boundary on the parcels. As a matter of policy, the State advises <br /> delegated programs such as Orange County to notify the elected body of the watershed boundary <br /> change for formal recognition. This item serves as that notification and acknowledgement will <br /> serve as formal recognition. Staff will likewise notify NC DEMLR and the North Carolina <br /> Environmental Management Commission (EMC) of the change, subject to County <br /> acknowledgement. Staff will also correct the representation of the watershed boundary line the <br /> subject property on all formal adopted maps. <br /> Note: Critical and Protected Watersheds within Orange County are part of the County's delegated <br /> Stormwater Management Program, as reflected in the adopted Orange County Watershed <br /> Boundary Map (see Attachment 3). These watersheds are also adopted Zoning Overlay Districts <br /> in the Unified Development Ordinance. Staff will initiate a Zoning Atlas amendment to formally <br /> bring this overlay district into alignment with the State-recognized watershed, as featured herein. <br /> FINANCIAL IMPACT: There is no direct financial impact to the County associated with this item. <br />
