1
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 18, 2024
Action Agenda
Item No. 8-h
SUBJECT: In-Home Aide Contract with Medisolutions, Inc.
DEPARTMENT: Social Services and Aging
ATTACHMENT(S): INFORMATION CONTACT:
FY 2024-25 Medisolutions, Inc. Contract Nancy Coston, 245-2800
Janice Tyler, 245-4255
Rebekah Rapoza, 245-2800
PURPOSE: To approve a contract to provide In-Home Aide Services with Medisolutions, Inc. for
eligible residents using a joint contract between the Department of Social Services and the
Department on Aging and the Contractor.
BACKGROUND: The Department of Social Services and Department on Aging provide In-Home
Aide Services to older and disabled adults. In-Home Aide involves the provision of
paraprofessional services that assist functionally impaired older and disabled adults and/or their
families with essential home management and personal care and/or supervision to enable the
adult to remain at home as long as possible. These services vary in terms of amount and duration
as indicated on an individualized case plan developed by County staff.
Due to a technical issue, this provider applied outside of the Request for Proposals (RFP) process,
but was approved by Purchasing as meeting the published requirements as an eligible contractor.
This agency has provided contracted services with Orange County since 2018 and is utilizing the
established rate for providers paying their employees a living wage.
FINANCIAL IMPACT: Social Services has requested $1,135,450 and Aging has requested
$91,000 for in-home aide services in the Manager's Recommended FY 2024-25 budget. This
contract will be funded by a combination of Federal, State, and County dollars, not to exceed
$124,000.
The contract does not guarantee that this amount of funds will be made available to the provider,
but rather assure availability of a contracted provider when needed for individuals in Orange
County.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
