She said this is a plan <br /> 8 for unincorporated Orange County and there is a disconnect that causes conflict. <br /> 9 Leigh Anne King said the first alternative is status quo and continue as is. She said the <br /> 10 second alternative is for focused affordable housing development to happen in municipalities. She <br /> 11 said there is not a policy that would direct affordable housing developments to unincorporated <br /> 12 areas in the county. <br />
