44
1 Slide #2
SCHOOL CAPITAL FUNDING POLICIES
Board of County Commissioners has significant
power in setting the priorities of school capital
funding
• Board may allocate capital funds by purpose,
function or project.
• Board can choose when and how it appropriates
funding.
County can directly manage either project
management or construction of school facilities.
ORANGE COUNTY
[`Curl-H C.AROLI\A
2
3 Chair Bedford asked if purpose and function mean the same thing.
4 Bob Jessup, the county's bond attorney, said they are not the same, but it is related to
5 how they already appropriate money to the schools. He said that a function could be something
6 that goes across to all schools and a purpose would be narrower and the best way to make the
7 distinction is project vs purpose.
8
9 Slide #3
SCHOOL CAPITAL FUNDING POLICIES
Current Practice
• County staff sets funding amounts for each source and
informs the school districts.
• County receives project list from school districts for
presentation purposes, but group them into broad
projects.
— Ex. Technology, Glassroom Improvements, Electrical, Recurring
Capital, Deferred Maintenance.
• Once Purpose projects are authorized, school districts are
fully able to use funds for any projects within those broad
purposes. Not required to complete original projects.
ORANGE COUNTY
I`OWI-FI C:AROLINA
10
