Preserve (a portion of the Greene Tract owned by the County). The Greene Tract has <br /> long seen a lot of activity, and it is in the County's best interest to advance a <br /> management plan to mitigate some of the risks associated with current usage and the <br /> volunteer trails in erodible areas. A plan will speak on how the County will manage and <br /> care for the property. The Council can expect a draft of that in the spring, with plans for <br /> trail work beginning in the summer. <br /> A designer has been hired for the disc golf course at Blackwood Farm Park. An <br /> Agreement has been made and the designer (Disc Golf Design Group of Asheville) will <br /> begin work with the aim of having that submitted in April. The designer will not be doing <br /> the construction on the course and construction will hopefully begin late summer or fall. <br /> The new tennis/pickleball courts to be constructed at Fairview have been designed and <br /> submitted and are pending approval from Hillsborough. A bid should be awarded for <br /> construction before the summer break and the goal is to have them completed later this <br /> year. Stancil posed a question to the Council that he had been asked whether one of the <br /> three new courts should be designated as a pickleball court or if they should all be <br /> stripped for both tennis and pickleball. Pickleball has rapidly gained popularity in Orange <br /> County and there has been some demand for exclusive pickleball dedication. A brief <br /> conversation from the council reflected a desire to see the courts designated as shared <br /> use courts. <br /> The Perry Hills Mini-Park is nearing design completion. Construction should begin <br /> towards the summer. <br /> The County and the Friends of the Mountain to Sea Trail are launching a pilot project for <br /> the Friends to hire an ombudsman to speak with landowners along the path to facilitate <br /> the creation of future trail easements. <br /> Planning staff and the consultants are still working on the Land Use Plan, and they are <br /> releasing a Factbook to include data on open space and farmland. Staff has been <br /> involved in helping review parts of that effort <br /> There is a rezoning request for land behind future Millhouse Road Park by a tree service <br /> company. The staff is working with the Planning Department and applicant to ensure <br /> that any new proposed access easement will not interfere with the planned soccer <br /> center at that location. <br /> B. May 1st Cookout Meeting Site? Once a year the council conducts their meeting at a park <br /> site. Stancil informed the council of the parks with an available shelter site. Zimmerman <br /> proposed Blackwood Farm Park as a potential site. Robinson supported this. Fleming <br /> referenced the centralized location as being convenient for the council. Zimmerman <br /> moved to host the meeting at Blackwood, Fleming seconded, all in favor, none opposed, <br /> motion carried. <br /> Council and Committee Reports <br /> A. Intergovernmental Parks Work Group (next mtg 4/10) <br /> B. Items for the Council/Sharing of Volunteer Opportunities— Flinn discussed the New <br /> Hope Creek Corridor Advisory Committee. There was a new development in Durham <br /> County but no other information to share pertinent to the Council. Fleming and <br /> Mattingly provided a brief update on the progress with Orange County Library to create <br />
