� 1f#L P12 909�/_ <br /> Attachment 1 <br /> STATEMENT OF APPROVAL AND CONSISTENCY OF <br /> A PROPOSED UNIFIED DEVELOPMENT ORDINANCE TEXT AMENDMENT WITH <br /> ADOPTED ORANGE COUNTY PLANS <br /> Orange County has initiated an amendment to the Unified Development Ordinance (UDO ) to <br /> add requirements for " Tobacco and Hemp Retail" use . <br /> The Board of County Commissioners hereby recommends approval of the proposed text <br /> amendment and issues this Statement of Consistency pursuant to NCGS § 160D - 605 (c) <br /> Governing board statement. The Board of County Commissioners finds : <br /> 1 . The requirements of UDO Section 2 . 8 Zoning Atlas and Unified Development <br /> Ordinance Amendments , including review by the Development Advisory Committee <br /> (DAC) , as required in UDO Section 1 . 9 , have been met ; <br /> 2 . The amendment is consistent with the adopted 2030 Orange County Comprehensive Plan, <br /> as prescribed by UDO Section 1 . 1 . 5 Statement of Intent — Amendments and Section 1 . 1 . 7 <br /> Conformance with Adopted Plans; <br /> 3 . The amendment supports the following principles and goals in the plan . <br /> a. Planning Principle 8 : Future growth and development should occur in a manner <br /> that preserves and enhances the existing character of the County , its townships , <br /> and rural crossroads communities . I <br /> c <br /> i <br /> E <br /> b . Land Use Element Goal 3 : A variety of land uses that are coordinated within a <br /> program and pattern that limits sprawl , preserves community and rural character, <br /> minimizes land use conflicts , supported by an efficient and balanced <br /> transportation system . F <br /> c . Land Use Element Goal 4 : Land development regulations , guidelines , <br /> techniques and/or incentives that promote the integrated achievement of all <br /> Comprehensive Plan goals . <br /> d . Parks and Recreation Goal 4 : Healthy lifestyles , quality of life and community <br /> building through the provision of a variety of affordable recreational facilities and is <br /> choice of leisure activities , while responding to the changing needs and interests I <br /> of County residents . <br /> E <br /> 4 . The amendment is consistent with this principle and these goals because implementation <br /> will result in a healthier populace in Orange County . <br /> 5 .
