17 <br /> Chair Bedford clarified that she thinks Commissioner Portie-Ascott is asking if it will be <br /> done in one meeting or if they will have more meetings added for this. <br /> Tara May said it would be decided at a business meeting on June 4. <br /> Commissioner Richards asked if the process will be the same as appointments to other <br /> advisory boards. <br /> Tara May said it would be the same process as for other advisory boards. <br /> Chair Bedford said Tara May would sort through them to determine who lives in which <br /> school district. She said the school boards would choose the members that represent their <br /> districts. She said that on June 4, the Board of Commissioners would choose four seats. <br /> Commissioner Richards said the charge is specific and it's a short time frame. She asked <br /> how they would review the applications. <br /> Chair Bedford said it would include everything. <br /> Commissioner Richards asked what is meant by staff support. She asked who would do <br /> the advertising. <br /> Chair Bedford said there is a $50,000 budget amendment on the consent agenda to hire <br /> a consultant to do a lot of those tasks. She said that the Public Information Officers for the two <br /> school districts would also be involved. She said the consultant would present to the committee. <br /> Tara May said that the deadline would actually be May 29. <br /> Commissioner Hamilton said Commissioner Richards' questions seemed like she was <br /> concerned that the bond education being professionally done. She asked if they should be looking <br /> at doing interviews. She asked if that is needed. <br /> Commissioner Richards said her questions really stemmed from thinking that the <br /> committee and staff needed professional support. She said she didn't realize that the consultant <br /> and the PIOs would be working together. She said if it was like an ordinary advisory board and <br /> they had such a short amount of time, without support, it would have been a tough job for staff to <br /> do all of the work in a short time frame. <br /> Commissioner Fowler asked if the process in previous years was adequate and if the <br /> public felt well-informed. <br /> Travis Myren, Deputy County Manager, said if he recalls correctly, the media campaign <br /> was well received. He said that this time, he's sure the video campaign will be higher quality. He <br /> said the lions' share of the work will be done by staff and the consultant. <br /> Commissioner McKee said he didn't remember any criticism or issues from previous bond <br /> referendums. <br /> Commissioner Portie-Ascott said there was not an issue getting people to apply for the <br /> committee. <br /> Chair Bedford said no. She said they are using the general application and that way the <br /> applicants can tell them what they think is important. <br /> Commissioner Hamilton said she is interested in serving on the committee. <br /> Chair Bedford said they will vote on members on June 4th. She said that the bond <br /> education committee has to focus on education and in the past PTAs were allowed to advocate, <br /> but the bond committee is for information only. <br /> A motion was made by Commissioner Hamilton, seconded by Commissioner Fowler, to <br /> establish a Bond Education Committee; to approve the Committee's charge and composition; to <br /> direct staff to advertise and accept potential appointment applications for the Committee; and to <br /> bring the applications for appointment back for consideration at the Board's June 4, 2024 <br /> Business meeting. <br /> VOTE: UNANIMOUS <br />
