1
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 4, 2024
Action Agenda
Item No. 8-g
SUBJECT: Opioid Spending Authorization Resolutions
DEPARTMENT: County Commissioners
ATTACHMENT(S): INFORMATION CONTACT:
REVISED & ORIGINAL Spending Quintana Stewart, Orange County
Authorization Resolution — RES- Health Director, 919-245-2412
2023-029
REVISED & ORIGINAL Spending
Authorization Resolution — RES-
2023-077
PURPOSE: To approve revised Opioid Settlement Spending Authorization Resolutions that
reflect corrections required by the North Carolina Association of County Commissioners (NCACC)
Opioid Settlement Technical Assistance Team (OSTAT).
BACKGROUND: Health Department staff met with OSTAT on Friday, April 19, 2024. During the
meeting OSTAT provided feedback on the County's submitted spending authorization resolutions
previously approved by the Board of Commissioners. Staff received two (2) corrective actions
needed to process two (2) of the three (3) submitted spending authorization resolutions.
For the original spending authorization resolution approved by the Board on April 18, 2023, the
funding allocations require a change to one (1) year rather than multi years. This is the preference
of OSTAT, and requires changes to three (3)funding allocations (Lantern Project, Freedom House
and FIT).
For the original spending authorization resolution approved by the Board on December 12, 2023,
a revised resolution is needed to identify only one (1) mitigation strategy per project allocation
amount, rather than multiple strategies. This requires changes to allocation documentation for
Reintegration Support Network (RSN) and Transition Recovery & Support Collaborative. Both
projects previously listed multiple strategies on the December 12' resolution.
FINANCIAL IMPACT: There is no financial impact associated with approval of the revised
resolutions.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: CREATE A SAFE COMMUNITY
