GLEDHIL[. <br />F.-\L\f L: ~coRre~,~,lediJli?egsnJL.eom <br />This letter is a summary of the research that I have done <br />concerning solid waste alternative financing, It will proceed in <br />both outline and narrative form and is intended to be an <br />overview of the result of my research, Further direction by the <br />Solid Waste Advisory Board, the Manager and the Board of County <br />Commissioners will demand additional work and fine-tuning. <br />S, Agreement for Solid Waste Management. <br />The Agreement for Solid Waste Management among Orange <br />County and the Towns of Carrboro, Chapel Hill and Hillsborough <br />provides the stepping-off point for discussion of solid waste <br />alternative financing. The Agreement makes clear that the County <br />operates the solid waste system in Orange County and generally <br />has both authority and discretion in operating the system. The <br />
