Please describe any potential <br />negative side effects of the <br />project and describe the steps <br />you are taking/will take to <br />eliminate or minimize these <br />impacts to any low‐income or <br />marginalized <br />communities/households: <br />The 203 Project’s construction and building materials, including <br />the photovoltaic panels and green roof equipment, will contain <br />embodied greenhouse gas emissions. The 203 Project will also <br />increase the Town’s overall energy usage and greenhouse gas <br />emissions. Greenhouse gas emissions leading to changes in <br />climate will have disproportionate impacts on low-income and <br />marginalized communities. In order to minimize emissions, the <br />building has been designed to meet the United States Green <br />Building Council Leadership in Energy and Environmental <br />Design (USGBC LEED) Gold equivalent performance, <br />emphasizing high efficiency and low energy impact. <br />Some Orange County residents may not have access to personal <br />transportation or be able to utilize public transportation to get to <br />the 203 Project in Carrboro and as a result, it may be more <br />difficult for them to access these beneficial services. Residents <br />of Carrboro may experience similar difficulties in accessing <br />reliable modes of transportation to access the 203 Project’s <br />services. Further, residents of Carrboro may incur <br />inconveniences and additional greenhouse gas emissions <br />associated with increased traffic in Carrboro to the 203 Project <br />building. The 203 projects central location in downtown <br />Carrboro has been selected with consideration to making the <br />building more accessible to low-income and marginalized <br />communities. To alleviate these impacts, the Town plans to <br />include 70 bike parking spots for the project and will continue to <br />promote the use of public transportation, carpooling, biking, and <br />walking. <br /> <br />16. Are the impacted residents <br />already aware of the potential <br />positive and negative impacts <br />of your project and the steps <br />you are taking? If not, please <br />describe your plan to engage <br />with them and how you will <br />act based on their input: <br />Residents may not be aware of positive impacts (greenhouse gas <br />emissions reductions and opportunities, services, and resources <br />available in the new building) or negative impacts (emissions <br />associated with the building). As outlined in the Town’s <br />Inclusive Communications & Community Engagement Plan, the <br />Town will work to connect with people of color, immigrant, <br />refugee, and other marginalized communities to discuss climate <br />action and ensure information is disseminated about all available <br />resources.
