P a g e 12 o f 25

13. Please describe one to three
key partnerships/collaborations
that add the most value to the
success of the proposed
project:
The Skills Development Center enhances the lives of adults with
developmental and intellectual disabilities. WCOM radio
broadcasts and distributes high-quality educational, cultural,
music, news, talk, or public affairs programs. The Orange
County Public Library provides a broad selection of print and
non-print materials; research databases; online services; and
public access to computers and free Wi-Fi. They host diverse
programming to support literacy and learning at all stages of
life.
As a user-focused community center, the 203 Project will
connect Town and County residents to resources, tools and each
other in the spirit of learning, making, and nurturing collective
values. By integrating vital public resources—the Carrboro
Recreation, Parks and Cultural Resources Department, the
Orange County Southern Branch Library, the Orange County
Skills Development Center, and WCOM—The 203 will host
traditional services as well as new collaborative programming.
New and enhanced programs will weave together learning with
leisure, personal growth with vital workforce readiness. This
purpose‐built facility will be an environmentally sustainable,
functionally resilient destination that is welcoming and
accessible to all.
The Town’s partners will not be receiving grant funding from
this source for the program.

Criterion 1 - Social Justice and Racial Equity
Who will directly or indirectly
benefit from your project?
Please be as specific as
possible on the characteristics
of those who will benefit
including, gender, race, age,
income level and geographic
location.

Also, what are the
demographics of the area
where your project takes
place?

Does your project help to
address any racial disparities in
the location it is proposed for?

Please list any data sources
used and show the steps of
any calculations:
The 203 Project is a combined effort that will offer a public
facility to provide opportunities for education, art, and
community. This building will be accessible to all individuals
and will enhance the quality of life in Carrboro. The project
provides direct benefits to all Carrboro and Orange County
residents by increasing the building’s energy efficiency and
reducing its energy usage, reducing the urban heat island effect,
and lowering the building’s operational energy costs.
The educational display will provide direct benefits by
explaining the importance of green building by highlighting
prevalent features throughout the building that reduce
greenhouse gas emissions, increase energy efficiency, and
encourage resource conservation. It will also showcase the
features of the building that were decided from years of public
input, community planning efforts, and the Town’s dedication to
climate action. By including this educational outreach element to
the building, anyone who visits the building to utilize the various
public services available will also have the opportunity to learn
DocuSign Envelope ID: 08DD74BE-CE96-4D90-9C72-8BD18C25E2E7
