P a g e 18 o f 22

Criterion 5 - Local Economic Development

32. How many Orange County
residents are employed by
your organization?
There are currently 146 Town employees who live in Orange
County (85 permanent and 61 part-time temporary).
33. What percent of project
materials will be purchased
from sources within Orange
County or North Carolina?
All of the concrete material will be produced locally. Material
costs for concrete are approximately $1.5 million, or about 5% of
the overall cost of the project. If we utilize National Gypsum,
this would equal another 0.5% or so of overall costs.
34. Please describe any other
aspect of your project that is
relevant to local economic
development.
The 203 Project will bring new employees to downtown
Carrboro. The 29 total jobs will bring an estimated $72,000-
$101,500 in new downtown expenditures for businesses.
Annually, the Town estimates receiving 2,800 visitors to the
government center, 8,300 to the recreation & cultural centers,
and 30,000-40,000 visitors to the library.

Criterion 6 - Amount and Duration of Engagement

35. Please describe how you will
engage with and/or educate
project participants.
As outlined in the Town’s Inclusive Communications &
Community Engagement Plan, the Town will work to connect
with people of color, immigrant, refugee, and other marginalized
communities. Strategies will include:
• Create neighborhood liaison network
• Create community conversations
• Build personal relationships
• Increase accessibility (identify barriers such as location,
transportation, childcare, language)
• Maintain a presence in communities and neighborhoods
• Offer multiple ways for residents to contribute input and
feedback
• Offer information in different languages
The Town will also discuss different ways of informing the
public about the building’s sustainable features. These methods
could include an interpretive display, outreach materials, or
informative signs throughout the building.
36. How will you measure the
success of that engagement or
educational effort?
The Town will continue to solicit feedback on its
communications strategies. Staff plan to continue administering
a Community Climate Action Plan Survey on a biennial basis
and this would provide an opportunity to measure the success of
this engagement.
DocuSign Envelope ID: 08DD74BE-CE96-4D90-9C72-8BD18C25E2E7
