Orange County, NC qualifies for that refund and is interested in
maximizing their claims for refund while still allowing staff members time to continue with regular
responsibilities.
Objectives
The objectives will be  maximization of the amount refunded within the rules set forth by the Department of
Revenue with a minimum impact on human resources and time management, and  support regarding all NC
sales and use tax issues for the duration of the agreement.
Methods
Associates of Sessions Consulting, Inc. will review financial records of Orange County, NC including purchase
invoices, contractor statements, use tax payments, previously filed Claims for Refund and any other documents
deemed necessary by Sessions Consulting, Inc. and Mr. Gary Donaldson, CTP, Chief Financial Officer.
Information regarding additional North Carolina sales and use tax paid will be compiled in a database and as
part of the amended claim procedure. An associate of Sessions Consulting, Inc. will then enter the information
on the appropriate forms and submit to Mr. Donaldson for signature before mailing to the Department of
Revenue. In order to make a proper determination of tax paid to vendors and use tax due to NCDOR we will
need to review hard copies of paid bills.
Exhibit A
DocuSign Envelope ID: CD7D234E-91FA-4C6C-8147-F31B0D36CAE3
