ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: April 13, 2004
Action Agenda
Item No. 7"Q
SUBJECT: Community Planning and Input Report: Shaping Orange County's 215 Century
Senior Centers
DEPARTMENT: Aging
ATTACHMENT(S):
Report (Under Separate Cover)
PUBLIC HEARING: (Y/N) ND
INFORMATION CONTACT:
.Jerry M. Passmore, Director
Jack Chestnut, Chair, Aging Board
TELEPHONE NUMBERS:
Hillsborough
Chapel Hill
Durham
Mebane
732-8181
968-4501
688-7331
336-227-2031
PURPOSE: To present as information a new senior center planning report that includes the
results of public forums held this past year and citizen and agency surveys that sought input on
the programs, services and design features for passible incorporation into the new senior
centers to be constructed in Chapel Hill/Carrboro and in Hillsborough,
BACKGROUND: In November, 2001, Orange County Citizens approved a $4 million bond to
constrict two new multipurpose senior centers: a Southern Orange Senior Center to replace the
Chapel Hill Senior Center and the Central Orange Senior Center in Hillsborough. In the spring
of 2003, the Orange County Advisory Board on Aging, Friends of the Senior Centers and the
Department on Aging staff began gathering citizens' input on programs and services, as well as
facility design for the new senior centers. This was done through public forums and surveys
distributed at senior centers. The surveys were also reproduced in the Senior Times
Newspaper and made available on the County website. In the fall of 2003, the Department on
Aging staff held a planning meeting with invited agencies that serve older adults to gather input
on their involvement in the new centers and their thoughts on services and design for the new
centers.
The attached planning and input report was prepared as background information for those
involved in designing the new 215 Century Senior Centers. It covers the historical planning
perspective, demographic of aging, definition of senior centers, their requirements and ideal
characteristics, current and proposed senior center functions, community and agency input on
designing new senior centers and concludes with implications for planning. It is not intended as
an implementation document, but for background and reference to the formal planning process
as established by the Board.
FINANCIAL IMPACT: None at this time.
