However, the OWNER reserves the right to reject all bids. <br /> All applicable laws, ordinances, and the rules and regulations of all authorities having <br /> jurisdiction over construction of the project shall apply to the contract throughout. <br /> Each BIDDER is responsible for inspecting the site and for reading and being thoroughly <br /> familiar with the CONTRACT DOCUMENTS. The failure or omission of any BIDDER to do any of <br /> the foregoing shall in no way relieve any BIDDER from any obligation in respect to his BID. <br /> The low BIDDER shall supply the names and addresses of major materials SUPPLIERS and <br /> SUBCONTRACTORS when requested to do so by the OWNER. <br /> Time of Completion and Liquidated Damages: The BIDDER must agree to commence <br /> work within the time stipulated in the Agreement. Bidders must also agree to pay as liquidated <br /> damages the amount set forth in the Agreement for each consecutive calendar day that the <br /> work is incomplete after the scheduled date of completion. <br /> Interpretations of Plans and Specifications: No interpretation of the meaning of the <br /> plans, specifications, or other documents will be made to any bidder orally prior to the receipt of <br /> bids. <br /> Any request for such interpretation shall be in writing addressed to TRC, 114 Edinburgh <br /> South Drive, Suite 200, Cary, NC 27511. To be given consideration, such request must be <br /> received by 2:00pm local time on Thursday, January 11th2024. Any such interpretation or <br /> supplemental instructions will be issued in the form of addenda to the specifications, which will <br /> be emailed to all persons receiving a purchased set of contract documents and posted to the <br /> bidding website, not later than end of business on January 12t"2024. Failure of any bidder to <br /> receive such addenda shall not relieve him or any obligation under his bid as submitted. All <br /> addenda so issued shall become part of the contract documents. <br /> Right to Increase or Decrease the Amount of Work: The Owner does not, by expression <br /> or by implication, agree that the actual work shall correspond with the estimated quantities. The <br /> Owner reserves the right to increase or decrease the various amounts of work by 25% with no <br /> changes in unit prices. <br /> BIDDER shall make positive efforts to use small and minority owned businesses and <br /> comply with GS 143-128.
