In tandem with the Board appointed design committee, the center program was <br />established and the resulting floor plan and building design was presented to the County <br />Commissioners for approval on June 23, 2005. The project has also been granted the required <br />Special Use Permit Modification by the Town of Chapel Hill. The Zoning Compliance Permit <br />(ZCP) approval is imminent and is the last remaining regulatory element needed before the <br />project can begin construction. <br />Four contractors submitted bids on August 4, 2005. The attached tabulation will reflect that the <br />apparent low bidder for the project is Resolute Construction Company, Chapel Hill in the <br />amount of $5,570,300. Coincidentally, Resolute Construction, Inc. was also responsible for the <br />upfit of the current senior center on Elliot Road in Chapel Hill. <br />As the Board will recall, the project calls for the construction of a 25,000 square feet facility, with <br />a project budget of $4.9 million as approved by the Board in December 2004. $4.1 million of <br />the project was to be funded by County bonds and alternative financing, with grants from <br />various sources to fund the remainder Department on Aging staff remain optimistic that <br />additional funding will be obtained; however, the amount remains speculative. Further, through <br />the efforts of Commissioner Halkiotis, Senator Elizabeth Dole's office has accepted a grant <br />request to construct and furnish the commercial kitchen in the facility. The County has been <br />advised to expect final disposition of the grant request in September 2005. The kitchen is <br />essential to many of the programs planned for the senior center, including, but not limited to, <br />the daily nutrition program, frequent special events and perhaps the Meals-on-Wheels program.
