Watershed Boundary Survey — Plat Book 127, Christopher Sandt, County Engineer, <br /> Page 87 919-245-2583 <br /> Cy Stober, Planning Director, 919-245- <br /> 2585 <br /> PURPOSE: To recognize an amendment to the Back Creek Protected and Upper Eno Protected <br /> Watershed boundary line on the parcel Orange County Parcel Identification Number (PIN) 9835- <br /> 67-1605 (711 Faith Way Road, Mebane, Cheeks Township) to reflect a ridgeline professionally <br /> surveyed on the property in 2024 (Attachments 1 and 2). <br /> BACKGROUND: Nathan and Jessica King, owners of the 1.73-acre subject parcel, hired Riley <br /> Surveying, PA, to survey the parcel's existing impervious cover and topography, including the <br /> ridge line between the two watersheds on their property. This work revealed a discrepancy with <br /> Orange County's mapped watershed boundary lines. This Watershed Boundary Location Survey <br /> was recorded with the Orange County Register of Deeds on March 28, 2024 (Plat Book 127, Page <br /> 87) (Attachment 3). <br /> Based on staff review and coordination with the North Carolina Division of Energy, Mineral, and <br /> Land Resources Department of Environmental Quality (NC DEMLR — DEQ) Water Supply <br /> Watershed Protection Coordinator, the sealed professional survey should be recognized as the <br /> true ridgeline and watershed boundary on the property. As a matter of policy, the State advises <br /> delegated programs such as Orange County to notify the elected body of the watershed boundary <br /> change for formal recognition. This item serves as that notification. <br /> Staff will likewise notify NC DEMLR and the North Carolina Environmental Management <br /> Commission (EMC) of the change, subject to County acknowledgement. Staff will also correct the <br /> representation of the watershed boundary line on the subject property. <br /> Note: Critical and Protected Watersheds within Orange County are part of the County's delegated <br /> Stormwater Management Program, as reflected in the adopted Watershed Boundary Map <br /> (Attachment 1).
