2 <br /> A public comment period, as required by HUD, was held April 9 — May 10, 2024, and a public <br /> hearing was held on the draft Annual Action Plan at the April 16, 2024 Orange County Board of <br /> Commissioners Business meeting. Public notice of the hearing was posted in The Herald Sun <br /> and La Noticia. Staff posted copies of the draft Annual Action Plan on the Orange County Housing <br /> Department website, and circulated a link to the website and draft plan by public notice in the <br /> newspapers listed above. Staff conducted outreach by email to over 100 housing and homeless <br /> service providers nonprofit organizations, government entities, elected officials, and interested <br /> residents. All comments will be incorporated into the final Annual Action Plan to be submitted to <br /> HUD. <br /> HUD requires staff to submit the FY 2024-2025 Annual Action Plan on or before August 16, 2024. <br /> The Board of County Commissioners is therefore asked to consider approval of the attached <br /> resolution (Attachment 2) authorizing submission of the Annual Action Plan. <br /> FY 2024-2025 HOME Program Activities <br /> The Draft Action Plan utilizes the FY 2024-2025 grant allocations from the U.S. Department of <br /> Housing and Urban Development (HUD). <br /> FY 2024-2025 HOME Funds $ 367,014.00 <br /> HOME Program Income $ 28,306.00 <br /> Total $ 395,320.00 <br /> Administrative Costs: 10% of the total HOME funds ($36,701.00) will be reserved for <br /> Administrative Costs. <br /> The Local Government Affordable Housing Collaborative (the "Collaborative"), comprised of one <br /> (1) elected official and staff members from Orange County and the Towns of Carrboro, Chapel <br /> Hill, and Hillsborough, reviewed the received applications for the FY 2024-2025 HOME Program <br /> on March 9, 2024 and on May 9, 2024 made the following funding recommendations for <br /> consideration by each of the jurisdictions' elected bodies: <br /> Applicant and Project Funding Funding <br /> Requested Awarded <br /> CASA— Rental Construction $ 500,000.00 $ 222,120 <br /> OCPEH — Tenant Based Rental Assistance $ 267,948.00 $ 136,499 <br /> EMPOWERment — Rental Acquisition $ 200,000.00 - <br /> Habitat for Humanity — Homebuyer Assistance $ 300,000.00 - <br /> Administration 10% of HOME Funds, per statute $ 36,701.00 $ 36,701.00 <br /> Total $ 1,304,609.00 $ 395,320.00 <br /> The CASA award includes the 15% HUD-mandated set-aside for Community Housing <br /> Development Organizations (CHDOs), which amounts to $49,547.00.
