1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 21, 2024 <br /> Action Agenda <br /> Item No. 8-h <br /> SUBJECT: Procurement of Eleven (11) Portable Radios for Emergency Services <br /> DEPARTMENT: Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Motorola Portable Radio Quote <br /> Executed Grant Agreement Kirby Saunders, Emergency Services <br /> Director, 919-245-6123 <br /> Christopher Ward, Division Chief— <br /> Public Safety Communications, 919- <br /> 245-6139 <br /> PURPOSE: To approve the purchase of eleven (11) backup portable radios for the Public Safety <br /> Communications Division of Emergency Services. <br /> BACKGROUND: At its March 7, 2024 Business meeting, the Board approved a grant agreement <br /> with the NC 911 Board that provides reimbursement for the procurement of eleven (11) Motorola <br /> APX8000 portable radios and associated accessories, training, and maintenance. The grant <br /> agreement was fully executed in April 2024, and Emergency Services is moving forward with the <br /> procurement of the radios as outlined in the grant agreement using North Carolina State Term <br /> Contract 725G. <br /> These radios will replace existing portable backup radios within the Public Safety Communications <br /> Center that will be unusable as of July 2025 due to their incompatibility with scheduled upgrades <br /> to the State's VIPER radio system which serves as the backbone for Orange County's public <br /> safety radio communications. <br /> FINANCIAL IMPACT: The NC 911 Board will reimburse the County up to $91,639.79 for the <br /> purchase of the radios as outlined in the Grant Agreement. <br /> Budget Amendment #6-A, as approved by the Board in March 2024, increased the General Fund <br /> authorization by $91,640 for the purchase and reimbursement for the cost of the radios. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse, and domestic violence. <br />
