3 <br /> Transport, Lifestar Emergency Services, North State Medical Transport, and Priority <br /> Ambulance, Inc. Orange County EMS and South Orange Rescue Squad continue to provide <br /> 911 emergency medical services countywide. <br /> FINANCIAL IMPACT: Providence is a private provider of ambulance services and maintains an <br /> independent budget. There is no financial impact to the County. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> While the purpose of providing a franchise for ambulance service is not necessary to produce <br /> cost savings, the long term benefits of having the franchise is to improve ambulance service to <br /> the entire community and to allow better use of existing resources. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. On second reading grant a franchise for a five-year term to Providence Transportation, <br /> Inc. as provided below: <br /> a. Convalescent Transport Services <br /> • Basic Life Support Transport Services <br /> 2. Approve the Franchise Agreement under which Providence Transportation, Inc. will <br /> operate during the five-year period of franchise. As a condition of granting the <br /> Franchise, within the 90 days of the granting of the Franchise, Providence will enter into <br /> an Operations Agreement with Orange County that provides for the daily operational <br /> functions within the Orange County Emergency Services System; and <br /> 3. Authorize the Chair to sign the Franchise Agreement after review by the County <br /> Attorney's Office. <br />
