As significant <br /> utility customers, the comments recognize the impact of clean energy investments in maintaining <br /> long-term cost predictability, mitigating fuel price volatility, and fostering economic and <br /> environmental benefits in the communities. <br /> A copy of the draft letter is provided at Attachment 1. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for themselves <br /> and their dependents. <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONTMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impact is applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br /> Initiate policies and programs that conserve energy, reduce fuel/utility/resource <br /> consumption, increase the use of recycled products and renewable energy services, and <br /> minimize waste stream impacts on the environment. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize <br /> the Chair to sign onto the joint local government comment letter regarding the proposed Carbon <br /> Plan Integrated Resource Plan filed by Duke Energy on August 17, 2023 to the North Carolina <br /> Utilities Commission. <br />
