5 <br /> 1 WHEREAS, children who are loved and nurtured grow up to be healthy, creative, and productive <br /> 2 community members; and <br /> 3 <br /> 4 WHEREAS, it is the goal of Orange County to improve the quality of life of all children who live <br /> 5 here; and <br /> 6 <br /> 7 WHEREAS, we acknowledge that we must work together as a community to increase awareness <br /> 8 about child abuse and contribute to promote the social and emotional well-being of children and <br /> 9 families in a safe, stable, and nurturing environment; <br /> 10 <br /> 11 NOW, THEREFORE do we, the Board of County Commissioners of Orange County, North <br /> 12 Carolina, hereby proclaim April 2024 as "Child Abuse Prevention Month" and call upon all <br /> 13 residents to join together to prevent child abuse. <br /> 14 <br /> 15 THIS IS THE 2nd DAY OF APRIL, 2024. <br /> 16 <br /> 17 <br /> 18 Jamezetta Bedford, Chair <br /> 19 Orange County Board of Commissioners <br /> 20 <br /> 21 Brittany Mann, Social Work Supervisor, said recognition of Child Abuse Prevention Month <br /> 22 calls attention to child maltreatment and to the role the community can play in preventing it. She <br /> 23 said in FY 2022-23, there were 62,624 assessed reports of child maltreatment in North Carolina. <br /> 24 She said as of January 2024 10,803 children in North Carolina were in the custody of Social <br /> 25 Services due to maltreatment concerns. She said 89 were in custody in Orange County. She <br /> 26 said April is a month to call attention to the many children across the state that have been abused <br /> 27 or neglected. She said it is a call to action for the community to acknowledge and work toward <br /> 28 eliminating child maltreatment. She said positive childhoods are possible through community and <br /> 29 partnership. She said raising children is difficult and, at times, stressful. She said the department <br /> 30 urges individuals to reach out to parents and lend an ear or provide support. She said social <br /> 31 connection and congregate support are important protective factors for children. She asked <br /> 32 parents, grandparents, and caregivers to be sure to secure firearms, medications, and harmful <br /> 33 substances away from children. She encouraged families to reach out to the Department of Social <br /> 34 Services to learn about available resources. In recognition of Child Abuse Prevention Month, she <br /> 35 said the department asks the community to wear blue on Friday, April 5. She thanked the Board <br /> 36 for the proclamation and for their support to prevent child maltreatment. <br /> 37 <br /> 38 A motion was made by Vice-Chair Greene and seconded by Commissioner Fowler to <br /> 39 approve the proclamation. <br /> 40 <br /> 41 VOTE: UNANIMOUS <br /> 42 <br /> 43 b. Presentation of Manager's Recommended FY 2024-34 Capital Investment Plan (CIP) <br /> 44 The Board received the Manager's Recommended FY 2024-34 Capital Investment Plan. <br /> 45 <br /> 46 BACKGROUND: Each year, the County produces a Capital Investment Plan (CIP) that <br /> 47 establishes a budget planning guide related to capital needs for the County and Schools. The 10- <br /> 48 Year CIP is evaluated annually to include year-to-year changes in priorities, needs, and available <br /> 49 resources.
