33 <br /> 1 Brenda Bartholomew, Human Resources Director, introduced the item. She introduced <br /> 2 Wes Grigston, a broker from Gallager and Tonya Parker, Senior HR Benefits Manager. <br /> 3 Brenda Bartholomew reviewed the information in the agenda abstract. <br /> 4 Commissioner Fowler asked if the 5% increase was for all plans. <br /> 5 Brenda Bartholomew said it was for anyone enrolled in the program and across all tiers. <br /> 6 Chair Bedford said it was good that the increase was below what others are experiencing. <br /> 7 She said that they want to encourage employees to look at their entire salary and benefits <br /> 8 package when considering compensation. She said she supported the recommendations. <br /> 9 <br /> 10 A motion was made by Commissioner Fowler, seconded by Commissioner Richards, to <br /> 11 approve the following: <br /> 12 1) an increase of 5% to the Health Insurance Premium Equivalents for both active and <br /> 13 pre-65 retirees and the amount of the increase to be fully paid by the County; <br /> 14 2) an increase of Health Insurance funding of$740,643; and <br /> 15 3) the County's continued participation as a member in the North Carolina Health <br /> 16 Insurance Pool (NCHIP). <br /> 17 <br /> 18 VOTE: UNANIMOUS <br /> 19 <br /> 20 7. Consent Agenda <br /> 24 <br /> 25 • Removal of Any Items from Consent Agenda <br /> 26 • Approval of Remaining Consent Agenda <br /> 27 Discussion and Approval of the Items Removed from the Consent Agenda <br /> 28 <br /> 29 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to <br /> 30 approve the consent agenda. <br /> 31 <br /> 32 VOTE: UNANIMOUS <br /> 33 <br /> 34 a. Minutes <br /> 35 The Board approved the draft minutes for the February 20, 2024 BOCC Meeting as submitted by <br /> 36 the Clerk to the Board. <br /> 37 b. Motor Vehicle Property Tax Releases/Refunds <br /> 38 The Board adopted a resolution to release motor vehicle property tax values for five (5) taxpayers <br /> 39 with a total of twenty-seven (27) bills that will result in a reduction of revenue. <br /> 40 c. Property Tax Releases/Refunds <br /> 41 The Board adopted a resolution to release property tax values for twelve (12) taxpayers with a <br /> 42 total of fourteen (14) bills that will result in a reduction of revenue. <br /> 43 d. Removal of Appointee from the Affordable Housing Advisory Board <br /> 44 The Board removed an appointee from the Affordable Housing Advisory Board (AHAB). <br /> 45 e. Amendment to the Eno Fire Protection and Emergency Services Agreement <br /> 46 The Board approved an amendment to the 2019 Fire Protection and Emergency Services <br /> 47 Agreement between Orange County and Eno Fire Department for the East Orange Fire Service <br /> 48 District (the "District') to extend the Agreement until a new agreement has been developed and <br /> 49 approved by both parties and implemented. <br /> 50 <br /> 51 f. Amendment to the Orange Rural Fire Protection and Emergency Services Agreement <br />
