representative, in this case, the Secretary of Transportation) after the required conformity <br />determinations are made; however, the State and MPO can mutually agree to a subset of the 2006- <br />2012 STIP and MTIP projects that is consistent with both documents as long as the transportation <br />conformity consequences do not jeopardize the conformity determination. Projects shown in the <br />2006-2012 MTIP beyond the first three years (2009, 2010, 2011, and 2012) are considered only for <br />planning purposes, and do not have to be consistent with the STIP in order for the MTIP to be <br />approved, The MTIP is not adopted until approved by the MPO and the Governor. <br />Attachment 2 lists differences between the 2006-2012 STIP and MTIP that staff from DCHC MPO <br />Lead Planning Agency (LPA) and local jurisdiction members discussed with the NCDOT at a <br />meeting held on October 4~h, The chart shows that most of those differences have been resolved. <br />A check mark beside a "pending" status in the "Issues" column indicates items that were resolved <br />by the amendments in Attachment 1, <br />The Secretary of Transportation must approve the DCHC MPO 2006-2012 MTIP. The State must <br />then make a conformity determination for the MTIP. <br />Some of the resolved items may require amendments to the 2006-2012 STIP, The NC Board of <br />Transportation will address those changes once the MTIP has been approved, <br />2007-2013 Transportation Improvement Program <br />The DCHC MPO TAC will consider approving a Regional Priority List far the 2007-2013 TIP on <br />November 9, 2005. The Technical Coordinating Committee (TCC), at its meeting on October 26, <br />2005, reviewed changes to the priority list that were based on the direction of the TAC at its <br />meeting in October. Attachment 2 is a copy of the Division 7 priority list recommended by the TCC <br />to the TAG to consider in adopting a regional priority. Oran e Grove Rd. extension to US 70 Business 29 46 <br />The TCC noted that, in many instances, the rank a project obtains through the MPO's endorsed <br />methodology for ranking projects based on certain criteria does not reflect the local jurisdictions <br />priorities, The methodology is a work in progress that is constantly being refined to better reflect <br />the MPO criteria standards, The TCC suggests, that far the next TIP update, that local jurisdictions <br />submit a list of projects that may be included in the local priority lists to the TCC to be ranked using <br />the MPO approved criteria prior to local jurisdictions adopting priority lists..
