Differences between 2006-2012 STIP and MTIP Karen Lincoln, 245-2594 <br />3, TCC Recommended Division 7 Priority List <br />PURPOSE: To receive information regarding the 2006-2012 Metropolitan Transportation <br />Improvement Program (MTIP), the development of the 2007-2013 Transportation Improvement <br />Program (TIP), and the Transportation Plan and Transportation Improvement Program in general, <br />BACKGROUND: The Board of Commissioners, at its meeting on September 7, 2005, requested <br />that staff look at setting aside a portion of an upcoming work session to discuss countywide <br />transportation issues. The Transportation Improvement Program (TIP), the statewide program to <br />implement transportation plans, is the major program that comes before the Board every two years <br />for input. The TIP contains funding information and schedules for transportation projects, including <br />highways, enhancements, public transportation, rail, bicycle and pedestrian projects, and the <br />Governor's Highway Safety Program, The Board, during the past year,. has considered actions <br />regarding two Transportation Improvement Programs aver the past year, The following is an <br />update of the 2006-2012 TIP and the 2007-2013 TIP development. <br />2006-2012 Transportation Improvement Program <br />The North Carolina Department of Transportation (NCDOT) did not approve the DCHO N1P0's FY <br />2006-2012 MTIP that was submitted in August because of inconsistencies with the STIP. The <br />Triangle ozone non-attainment area has been under a transportation conformity lapse effective <br />October 1, 2005, because the DCHC MPO does not have an adopted MTIP. Consequently, no <br />new authorizations of federally funded transportation projects in the MPO can be advanced, <br />The Durham-Chapel Hill-Carrbora (DCHC MPO) Transportation Advisory Committee (TAC), at its <br />meeting on October 12, 2005, approved revisions to the 2006-2012 MTIP aimed at reconciling <br />differences between the State Transportation Improvement Program (STIP) and the MTIP. <br />Attachment 1 lists the revisions and the technical corrections approved by the TAC on October 12~h <br />to address inconsistencies between the STIP and MTIP. <br />One federal requirement for the STIP is that a metropolitan planning area's MTIP must be included <br />without modification in the STIP once approved by the MPO and the Governor (or his <br />
