Woolpert Major Replacement- <br /> Renovation Recommendation <br /> Profiles <br /> PURPOSE: To receive presentations from County and school district staff on their organization's <br /> preferred projects associated with the upcoming November 2024 School Bond. <br /> BACKGROUND: At its January 2024 retreat, the Board of County Commissioners signaled its <br /> preferences for a proposed school bond. The Board set on a $300 million Bond Referendum <br /> which, with existing resources and $100 million in Pay-Go funding, would be sufficient to fund <br /> Option C of the Woolpert Long Range School Optimization Plan. The Board also signaled a <br /> preference for a project-based allocation of capital funding to ensure that the Woolpert priorities <br /> were met. Since then, County and school staff have worked with Woolpert to align the long-term <br /> plan with the current capital spending plans. <br /> County staff will present an update on the process and a subsequent adjustments made to the <br /> Woolpert recommended plan. The current recommended major projects blend Option C and <br /> Option D phase one. The first attachment provides an excerpt from the recommended Woolpert <br /> Optimization Plan. The second attachment provides an index of the major factors that lead to the <br /> recommendation to replace, renovate, or consolidate a school campus. Factors include the age <br /> of the building, the facility condition index, and the educational adequacy of the spaces. School <br /> staff from both districts will then present each district's preferred bond project plans for their <br /> portions of the funds. The Board will have an opportunity to understand how the districts' plans <br /> align or differ from the Woolpert recommendations. <br /> This presentation constitutes the second in a series on proposed school bond projects. Previously <br /> at the Board's May 7, 2024 Business meeting, County staff presented the statutes and policies <br /> that dictate school capital funding. At the upcoming June 4, 2024 Board Business meeting, staff <br /> will request direction on the Board's preferred bond plan, and also request direction for staff, the <br /> school districts and the Orange County 2024 Bond Education Committee. <br /> FINANCIAL IMPACT: There is no financial impact associated with the discussion on school <br /> capital funding. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br />
