20 <br /> Page 2 of 2 Johnny Randall <br /> My service on the Orange County Planning Board gave me a good understanding of how the <br /> County operates and evaluates development proposals; on the Commission for the <br /> Environment, where I served for 8 years, I helped create the bi-annual State of the Environment <br /> Report and provided regular advice to the Board of County Commissioners on environmental <br /> issues; I also served on the Carrboro Greenways Commission for 8 years and helped craft the <br /> Greenways Master Plan: and as a professional biologist/ecologist/botanist, I have expertise in <br /> restoration ecology and ecosystem management. <br /> 3. What do you understand OWASA's role to be regarding issues of growth and <br /> development? <br /> I understand that OWASA is responsible for serving areas of the County within the Urban <br /> Services Boundary and must maintain an operational wastewater treatment program, manage <br /> sewer easements for ready emergency/maintenance access, and ensure that quality drinking <br /> water is available. I also understand that improving infrastructure is essential for the rapidly <br /> growing areas of Chapel Hill and Carrboro. And lastly, I appreciate the efforts of watershed <br /> protection at Cane Creek and University Lake reservoirs. <br /> 4. What do do you hope to accomplish if appointed? <br /> I have particular interest in the conservation, maintenance, and management of the forests <br /> surrounding OWASA reservoirs, using best management practices in OWASA easements, the <br /> use of OWASA easements in the Chapel Hill/Carrboro greenways system, and restoring <br /> degraded areas to functional urban habitats (which often serve as critical wildlife corridors). <br /> 5. Please indicate your availability to attend regularly scheduled meetings. <br /> I have no conflicts. <br /> 6. How would your participation on this board contribute to the diversity of viewpoints? <br /> This question is difficult for me to answer since I do not know the viewpoints of the current <br /> OWASA Board.
