88 <br /> Land Use Goal 2: Land uses that are appropriate to on-site environmental conditions and <br /> features, and that protect natural resources, cultural resources, and community character. <br /> Staff Comment: The proposed use meets all UDO standards for buffering and <br /> screening, as well as the applicable erosion control and stormwater regulations. There is <br /> no proposed activity in the 100-ft. stream buffer area. Furthermore, the project strives to <br /> protect and retain existing vegetation on site as part of the proposed wooded burial <br /> plots. The cemetery prohibits the use of chemical embalming fluids and requires all <br /> caskets or containers to be made of biodegradable materials. Based on State law, the <br /> cemetery use will not generate any air contaminant. In addition, the proposed project will <br /> comply with all local, state, and federal regulations pertaining to the disposition of human <br /> remains or other materials classified as hazardous materials in order to protect the local <br /> environment. The ongoing cemetery operations will continue to preserve the cultural and <br /> historical character of the community. <br /> Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern that <br /> limits sprawl, preserves community and rural character, minimizes land use conflicts, supported <br /> by an efficient and balanced transportation system. <br /> Staff Comment: The existing use and proposed expansion is located within the Rural <br /> Buffer, adjacent to low density residential uses and undeveloped properties, within a <br /> rural area of the county. Standards contained in the LIDO, including landscaping and <br /> setbacks, will continue to allow the use to be buffered from neighbors and prevent <br /> negative impacts. The activity and impact of this use will be limited to the property, <br /> generating low volumes of traffic, lighting, and noise. The site shall be developed with all <br /> applicable development standards from the Orange County UDO in order to protect <br /> neighboring residential properties and minimize land use conflicts. <br /> Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and <br /> responsive. <br /> Staff Comment: Orange County staff has noticed the public regarding this application, as <br /> required by Section 2.7 of the LIDO, including a required Neighborhood Information <br /> Meeting, mailings to neighboring property owners, and posting of the property. Additionally, <br /> staff have provided all application documents on the Active Development Projects <br /> webpage, responded to public inquiries, and featured it in the Department's newsletter. <br /> Appendix F. Relationship Between Land Use Classifications and Zoning Districts. <br /> Staff Comment: The requested special use permit would affect no change to either the <br /> zoning district or the Rural Buffer future land use classification of the subject property. The <br /> current Rural Buffer zoning and future land use classification remain consistent with the <br /> Comprehensive Plan's Land Use and Zoning Matrix. <br /> Consistency with Joint Planning Area (JPA) Land Use Plan <br /> The parcel is located within the Rural Buffer and Carrboro Joint Development Area of the JPA. As a <br /> result, the SUP application was provided to Carrboro Town staff for review and comment. Town staff <br /> did not provide any comments on the SUP request. <br /> The JPA Land Use Plan identifies the subject parcel as "Rural Residential," which is defined as: <br /> Rural Residential: Rural Residential designation is identical to the Rural Buffer category <br /> contained in the current Orange County Land Use Plan.
