87 <br /> Staff Comment: The existing cemetery is harmonious with the rural character of the <br /> area and creates no conflicts with adjacent land uses. The proposed low intensity land <br /> use is consistent and compatible with the County's rural residential landscape, as <br /> presented in the site plan. Limited low intensity lighting shall meet ordinance standards <br /> and landscaping buffer standards will be met or exceeded, minimizing impacts to the <br /> adjacent parcels and maintaining the rural character of the site. <br /> 6. Water Resources Preservation: The County has finite water resources to provide to future <br /> populations. The protection and management of the County's water resources should be a high <br /> priority. <br /> Staff Comment: The proposed project will utilize existing onsite well. No additional <br /> utilities are proposed. The proposed use will not discharge any wastewater or other <br /> liquid waste onsite. In addition, the site plan provides for a 100-foot stream buffer to <br /> protect water quality downstream. <br /> 7. Promotion of Economic Prosperity and Diversity: Development of a diversity of new <br /> businesses and expansion of existing businesses should occur in Orange County. <br /> Staff Comment: The existing cemetery has operated at this location for more than four <br /> decades. The proposed project allows for the expansion of the cemetery to continue <br /> operations in Orange County. The rural setting will appropriately allow for the use to <br /> operate with minimal impacts to the area, while continuing to serve the Orange County <br /> community. <br /> 8. Preservation of Community Character: Future growth and development should occur in a <br /> manner that preserves and enhances the existing character of the County, its townships, and <br /> rural crossroads communities. <br /> Staff Comment: The project proposes development which is consistent with the existing <br /> onsite cemetery and surrounding rural landscape. The proposed low intensity land use <br /> shall not create a conflict with the adjacent low density rural residential uses and <br /> undeveloped properties. The proposed use will continue to preserve the cultural and <br /> historical character of the County. <br /> Chapter 5— Land Use Element, Section 5.6 Goals <br /> There are several land use goals in the adopted 2030 Comprehensive Plan of relevance to Cemetery <br /> (Use #62(C)) including: <br /> Land Use Goal 1: Fiscally and environmentally responsible, sustainable growth, consistent with <br /> the provision of adequate services and facilities and a high quality of life. <br /> Staff Comment: The location and character of the proposed use, developed according <br /> to the plan submitted, will be consistent with the rural land uses of the area in which it is <br /> to be located. The use, as proposed and limited by the application and site plan, are <br /> consistent with the 2030 Comprehensive Plan's stated goals. The use is also consistent <br /> with the 2030 Comprehensive Plan and Orange County-Chapel Hill-Carrboro Joint <br /> Planning Agreement (JPA) Land Use Plan. The existing cemetery use is compatible with <br /> the rural residential character of the area. As a result, the proposed project shall remain <br /> compatible with minimal negative impacts to the immediate area. The combination of the <br /> required screening and setbacks with the natural environmental features of this property <br /> will adequately minimize impacts to surrounding properties. Based on application <br /> materials and current cemetery activities, funerals may only occur ten times a year and <br /> include 20 to 50 attendees. These ongoing activities will have minimal traffic impacts to <br /> Jones Ferry Road. <br />
