Consistency with 2030 Comprehensive Plan 86 <br /> Staff review of the project included consideration for how the requested Special Use Permit relates to <br /> the Orange County 2030 Comprehensive Plan. The following analysis outlines elements of the <br /> Comprehensive Plan which staff identified as applicable and relevant to the consideration of this <br /> request. <br /> Chapter 2 — Planning Principles <br /> 1. Efficient and Fiscally Responsible Provision of Public Facilities and Services: Orange <br /> County's public facilities and services should be delivered in a manner that efficiently uses <br /> existing capacity. Expansions of facilities and services should be made only after careful <br /> consideration of the costs and benefits of expansion. <br /> Staff Comment: Not applicable. <br /> 2. Sustainable Growth and Development: Growth and development within the county should <br /> occur in a pattern, location, and density that is sustainable over the long-term. <br /> Staff Comment: The proposed project is permitted as a special use within the RB <br /> zoning district should it comply with the LIDO standards and meet the standards of <br /> evaluation as reviewed by the Board of Adjustment. The existing land use has operated <br /> for over 40 years at this site with very minimal impacts to the surrounding area. The <br /> proposed expansion of the existing use will remain limited to the property, generating <br /> low volumes of traffic and not negatively impacting surrounding properties. The use <br /> complies with UDO standards and is consistent with the Comprehensive Plan's Rural <br /> Buffer Future Land Use (Comprehensive Plan Appendix F). <br /> 3. A. Encouragement of Energy Efficiency, Lower Energy Consumption and Use of Nonpolluting <br /> Renewable Energy Resources <br /> 3. B. Promotion of Both Air Quality Protection and the Development of an Effective <br /> Transportation System: Decreasing the use of non-renewable resources and lowering energy <br /> consumption are encouraged in both public and private activities. The county's transportation <br /> system should be enhanced to promote more energy efficient modes of travel and improve air <br /> quality. <br /> Staff Comment: Not applicable. <br /> 4. Natural Area Resource Preservation: Protection of the County's natural areas, including <br /> forests, wildlife habitat, and other important open spaces should be a priority. The County <br /> should work with regional and local organizations, the towns, and private landowners to <br /> promote and achieve preservation of the County's important natural resources. <br /> Staff Comment: The applicant provided an Environmental Assessment as part of the <br /> application package. Staff has reviewed and determined no significant environmental <br /> impact is expected from this project based on existing conditions. The project site plan <br /> protects the existing stream on site with required stream buffering. Required landscape <br /> buffer is provided along Jones Ferry Road and existing landscape is maintained along <br /> the perimeter. In addition, the project strives to protect and retain existing vegetation on <br /> site consisting of mature forest and diverse native hardwoods and evergreens. <br /> 5. Preservation of Rural Land Use Pattern: The County's rural areas are a cherished <br /> component of the County's character. Future development should preserve and enhance the <br /> county's rural landscape. <br />
