80 <br /> Proposed Project <br /> Proposed Development <br /> The property owner, Judea Reform Congregation Cemetery, is requesting a Special Use Permit (SUP) to <br /> allow for the expansion of the existing cemetery use (Use #62(C), Table of Permitted Uses). As contained in <br /> the applicant's narrative "The Owner does not propose any new structures, changes of use, character, or <br /> operation; but requests only the ability to continue the historically low impact/low intensity use of its existing <br /> facility". <br /> The existing cemetery was established in 1983 and contains 514 burial sites. Due to the limited number of <br /> remaining sites, the property owner is proposing to develop another portion of the property to continue <br /> cemetery operations. As detailed within the application and site plan, the area identified for the SUP (6.59 <br /> acres), will allow for 784 additional burial plots. The remaining 3.68 acre portion of the parcel located <br /> outside of the designated SUP area is not included with and not subject to the request. <br /> Per the applicant's narrative, the additional burial sites will be developed in areas designated as either <br /> "lawn" or"wooded." Lawn burial plots will resemble the existing cemetery, where land has been cleared and <br /> maintained as managed lawns. Wooded burial plots will be left ungraded and located within the existing <br /> wooded areas. These wooded areas may be selectively thinned to retain existing trees onsite. <br /> The project proposes to utilize the existing ingress/egress on Jones Ferry Road. A temporary driveway is <br /> being proposed on Jones Ferry Road for construction equipment to access the northern portion of the site. <br /> Following the completion of construction, the temporary driveway will be removed and the area will be <br /> graded and restored. Access to the designated SUP area will be provided with an extension to the existing <br /> gravel driveway on site. <br /> The Orange County Unified Development Ordinance (UDO) Table of Permitted Uses (Article 5, Section 2) <br /> allows for"Cemetery" to be permitted as a Special Use in the Rural Buffer (RB) zoning district, subject to <br /> use standards and conditions of approval, including site plan approval by the Orange County Board of <br /> Adjustment. <br />
