72 <br /> Standard #4: Other use-specific standards as set forth in UDO 5.6.2 Cemetery: <br /> (A)(1)(a): Evidence that the requirements of the North Carolina General Statutes Chapter <br /> 65 can be achieved and that the standards of the N.0 Cemetery Commission shall be <br /> met. <br /> N.C.G.S. §65-47(a) exempts cemeteries "owned and operated by governmental agencies or <br /> churches"from its application. Notwithstanding this exemption, the Judea Reform Congregation <br /> Cemetery is managed and operated in accordance with industry standard practices for <br /> cemeteries and non-profit corporations, including governance by an elected Board of Directors, <br /> adoption of and adherence to written policies, fiscal oversight, record-keeping, and so forth. <br /> (A)(2)(a): A minimum lot size of two acres is provided. <br /> The size of the Cemetery property is 10.27 acres. <br /> (A)(2)(b): The site shall have direct access to a collector or arterial street. <br /> The Cemetery is connected via driveway directly to Jones Ferry Road. According to NCDOT's <br /> OneMap database, Jones Ferry Road is a Secondary Route (SR 1942) that has a Functional <br /> Classification as a Minor Collector road. <br /> (A)(2)(c): There shall be adequate space within the site for the parking and maneuvering <br /> of funeral cartilages [sic]. <br /> The proposed expansion area will be served by an extension of the existing all-weather gravel <br /> driveway, which varies in width from about 12 to 16 feet. This configuration has provided <br /> adequate space for internal parking and maneuvering of funeral vehicles and attendees in the <br /> past. As shown on the drawings, the driveway extension in the SUP area will have a width of 16 <br /> feet and will feature a generous one-way circulation loop allowing all vehicles to exit the site <br /> without requiring backup maneuvers. <br /> (A)(2)(d): No interments shall take place within 30 feet of any lot line. <br /> As shown on the drawings, no burial plots in the SUP area will be located within 30 feet of any <br /> property line. <br /> Other (UDO 2.7.9) <br /> (A) The project meets all applicable design standards and other requirements of this <br /> ordinance. <br /> Design elements within the SUP area will comply with all performance criteria and development <br /> standards listed in the UDO, including but not limited to the following: <br /> • Setbacks, land use buffers, landscaping and tree protection; <br /> • Land use intensity parameters, such as open space; <br /> • Impervious area limitations, stormwater management, and riparian buffers; <br /> • Temporary sediment control and stabilization of disturbed areas; <br /> 3 <br />
