71 <br /> The proposed addition of new grave sites will be implemented in accordance with Land Use <br /> Goals outlined in Section 5.6 of the Land Use Element of the Orange County Comprehensive <br /> Plan, in a manner that will be environmentally responsible (Goal #1) and which will protect <br /> cultural resources and community character (Goals #2 and #3). More specifically, the proposed <br /> project will comply with several Land Use Objectives outlined in Sections 5.7 and 5.8, including <br /> appropriate location of low-intensity uses within Protected Watershed areas (Objective LU-2.5) <br /> and within the Rural Buffer (Objective LU-3.3); preservation of natural drainage and hydrology <br /> patterns (Objective WR-7); and development that does not require the extension of urban utility <br /> services into the Rural Buffer (Objective WW-2). <br /> It is notable that the Cemetery's own Mission and Goals include the following statement, which <br /> is fully consistent with the County's Land Use Goals and Objectives: "To maintain the Cemetery <br /> grounds as a welcoming environment to the bereaved and as a tribute to the deceased, and to <br /> provide this service in a sustainable low-impact manner that minimizes the Cemetery's effects <br /> on the natural environment to the greatest extent possible." <br /> Specific Standards WDO 5.3.2 (B)) <br /> Standard # 1: Method and adequacy of provision of sewage disposal facilities, solid <br /> waste, and water. <br /> No wastewater services are available or necessary at the Cemetery, and none are proposed for <br /> the SUP area. No solid waste is currently generated, and none will be generated from the <br /> additional grave sites. As such, no special solid waste services will be provided. Routine <br /> landscaping and/or demand maintenance will continue to be provided by private contractors as <br /> needed. A water supply well is located on site, but is used for landscape irrigation and <br /> maintenance purposes only. <br /> Standard #2: Method and adequacy of police, fire, and rescue squad protection. <br /> The Cemetery's street address is properly registered with Orange County Emergency Services. <br /> The Orange County Sheriff's Department will continue to provide public safety and law <br /> enforcement services, and the Orange Rural Fire Department will continue to provide primary <br /> fire protection services with other local fire response entities providing secondary coverage. No <br /> combustible "assembly" structures are present in the existing portion of the Cemetery and none <br /> are proposed for the SUP area. <br /> Standard #3: Method and adequacy of vehicular access to the site and traffic conditions <br /> around the site. <br /> The Cemetery is currently served by an all-weather gravel driveway connected to Jones Ferry <br /> Road, which experiences light to moderate traffic conditions during the midday (non-rush hour) <br /> times when funerals typically occur. The existing driveway provides safe and adequate access, <br /> parking, and circulation. It will be extended into the SUP area and will include a turnaround loop <br /> with adequate geometry for emergency, funeral, maintenance, and grave digging vehicles. <br /> Funeral attendees will park along one side of the gravel driveway as directed by funeral home <br /> staff on site to provide traffic management for the occasion. <br /> 2 <br />
